What do you mean by “on-demand accessibility”

If there is a requirement to receive the content in an accessible manner, the site owner is obligated to provide the content in a manner that based on an agreement between the customer and the site owner.
For example: video subtitles, audio file for document, accessible document for screen reader, sign language translation, Braille, etc.
